VCAS Commission

The Ventura County Animal Services Commission was brought together as an ad hoc committee in 1978 to allow for continued Animal Control Services throughout the County during severe budget cuts to the Department.  Today, the VCAS Commission is comprised of representatives from each of our contracting cities and a member of the Ventura County Board of Supervisors.

The Commission meets quarterly to serve as a policy level Commission regarding contract Animal Services to the cities of Ventura County and the Ventura County Board of Supervisors.  They make recommendations to the Animal Services Director and the Ventura County Board of Supervisors regarding Animal Services policies, programs, service levels and fees.  Additionally, they facilitate communication and collaboration among the County and contract cities on Animal Services issues, including such matters as city and county ordinances, services and the support of or opposition to State legislation.

Due to COVID-19 and in accordance with the public health order to limit indoor operations, as a precautionary measure to help slow the spread of COVID-19, VCAS Commission meetings will be held online via Zoom and will be streamed live for public viewing via YouTube.  Commission meetings typically begin at 9:00 a.m. unless otherwise stated.  Those who wish to address the VCAS Commission, may do so only during the Public Comment section.  Individuals may speak directly to the Commission or have the Clerk read a statement into record.  Please scroll down for detailed instructions regarding public comments.  The VCAS Commission Meeting agenda is posted below for viewing 72 hours prior to the meeting.

Public Comment Instructions (read all sections carefully)

IN RESPONSE TO THE DECLARED STATE AND LOCAL EMERGENCIES DUE TO THE NOVEL CORONAVIRUS, VCAS COMMISSION MEETINGS WILL BE HELD VIRTUALLY.  IF YOU WISH TO VIEW THE MEETING, YOU MAY DO SO AT www.YouTube.com/VCAnimalServices.  (NOTE:  There may be a 15-30 second delay between YouTube and Zoom.  Those who have requested to address the VCAS Commission, should follow the meeting via YouTube to know when it is your time to address the Commission.  If you are addressing the VCAS Commission live, you will be emailed a custom Zoom link and be let into the meeting from the waiting room when it is time for public comments.)  IF YOU WISH TO ADDRESS THE VCAS COMMISSION DURING THE “PUBLIC COMMENTS” SECTION, PLEASE CONTINUE READING.

Members of the public can address the VCAS Commission during the “public comments” section in connection with one or more agenda or non-agenda items.  Please note that this is a meeting and not a town hall event.  To maintain a public meeting environment conducive and welcoming to receiving public comments from all members and the general public, the audience is discouraged from engaging in disruptive behavior.  Any person who disrupts a meeting will be instructed to cease the disruptive conduct.  Failure to do so may result in that person being removed from the meeting.

Public comments may be submitted via email or U.S. Mail and read into record by the Recording Secretary.  Public comments may be read live via Zoom or telephone.  Please continue reading below to ensure your comments are heard. 

Submit Public Comment via email:

If you wish to submit a written comment via email, please email your comment to the Recording Secretary at Sandra.Ropes@ventura.org no later than 12:00pm on the day prior to the Commission Meeting. If your comment is in response to a specific agenda item, please indicate the Agenda Item number (i.e. Item No. 9) in the email.  Your comment will be read into the record by the Recording Secretary. Please ensure your comment takes 3 minutes or less to read when read at a leisurely pace.  If your comment appears to take longer than 3 minutes to read, the Recording Secretary may advise you to submit a rewrite. Your comment may be truncated or not be read into the record if your rewrite is not received by 12:00pm on the day prior to the Commission Meeting.

Address VCAS Commission Live via Zoom:

If you wish to address the VCAS Commission live via Zoom, every individual who wishes to address the Commission must email the Recording Secretary separately, at Sandra.Ropes@ventura.org, no later than 12:00 p.m. the day prior to the Commission Meeting.  Please include your name and email address when requesting to address the VCAS Commission Live.  You will receive an email confirmation with the custom Zoom meeting link by 5:00 p.m. the day prior to the meeting.  Please do not share this link as it may cause issues with your ability to join the meeting.  Separate requests must be made for each individual interested in addressing the VCAS Commission.  It is suggested that you submit your comments via email should you have technical difficulty and not be able to address the Commission live.

INSTRUCTIONS for the day of the Commission Meeting:

On the day of the Commission Meeting, click on the custom link provided in the Zoom email and a clerk will place you in a digital waiting room until it is time for public comments.  Please ensure your FULL NAME appears as your username in Zoom so the Clerk knows you are present.  While in the waiting room, you will not be seen or heard in the Zoom meeting nor will you be able to hear or see anyone in the Zoom meeting.  Please follow the Commission meeting live at www.YouTube.com/VCAnimalServices so you are prepared to deliver your public comment when your name is called.  When your name is called, the Clerk will move you from the waiting room into the Zoom conference.  (Please mute the YouTube live stream when you are addressing the VCAS Commission.)  You do not have to transmit video when using Zoom.  You will have 3 minutes to deliver your comment.  Please ensure you are not muted.  We suggest writing down your comment and practicing it to ensure it takes three (3) minutes or less to deliver.

TECHNOLOGY:  Ventura County staff is unable to provide technical support or assistance if you experience issues using your computer.  Should you be unable to address the commission live, the Clerk will read your comment into record.

Submit Comment Live via Telephone:

If you wish to address the VCAS Commission live via telephone, please email the Recording Secretary Sandra.Ropes@ventura.org, no later than 12:00 p.m. the day prior to the Commission meeting. Please provide your full name, email address and the telephone number from which you will be calling, to the Recording Secretary in your email.  You will receive an email confirmation with the Zoom meeting information which contains a telephone number by 5:00 p.m. the day prior to the meeting.  The participation information sent to you is unique, please do not share as it may cause issues with your ability to join the meeting.

INSTRUCTIONS for the day of the Commission Meeting:

When calling into the meeting, your audio will remain muted and you will not be able to hear the meeting via Zoom until the Recording Secretary calls your name to make your comment. Please follow the Board Meeting via YouTube at www.YouTube.com/VCAnimalServices so you are prepared when your name is called for you to deliver your comment.  When your name is called, you will hear a tone and the Clerk will call you by name and indicate you have the floor to speak. Zoom Installation/Support

Participants using a computer are encouraged to, in advance of the meeting, install the Zoom software and conduct a pre-test of Zoom by going here: https://zoom.us/test. Ventura County staff is unable to provide technical assistance if you experience issues using your computer. You will be prompted to enable webcam and/or microphone when entering a Zoom session, but you do not need to show video in order to make a live public comment via Zoom.

If you do not receive an email confirmation by 5:00 p.m. the day before the meeting, please email the Recording Secretary at Sandra.Ropes@ventura.org. Please check your spam folder to assure you did not miss the confirmation.

Ventura County staff is unable to provide technical assistance or support if you experience issues. Please make sure all other audio is muted when speaking live to the VCAS Commission.
