VCAS Commission

The Ventura County Animal Services Commission was brought together as an ad hoc committee in 1978 to allow for continued Animal Control Services throughout the County during severe budget cuts to the Department.  Today, the VCAS Commission is comprised of representatives from each of our contracting cities and a member of the Ventura County Board of Supervisors.

The Commission meets quarterly to serve as a policy level Commission regarding contract Animal Services to the cities of Ventura County and the Ventura County Board of Supervisors.  They make recommendations to the Animal Services Director and the Ventura County Board of Supervisors regarding Animal Services policies, programs, service levels and fees.  Additionally, they facilitate communication and collaboration among the County and contract cities on Animal Services issues, including such matters as city and county ordinances, services and the support of or opposition to State legislation.

IN ACCORDANCE WITH GOVERNMENT CODE SECTION 54953(e)(1)(A) AND IN RESPONSE TO THE DECLARED STATE AND LOCAL EMERGENCIES DUE TO THE NOVEL CORONAVIRUS AND LOCAL HEALTH OFFICER RECOMMENDATION REGARDING SOCIAL DISTANCING, THE VENTURA COUNTY ANIMAL SERVICES’ CONFERENCE ROOM IS CURRENTLY CLOSED TO THE PUBLIC.  THE VCAS COMMISSION IS HOLDING MEETINGS ELECTRONICALLY WHICH ARE ACCESSIBLE ONLINE HERE AT WWW.VCAS.US/VCAS-COMMISSION.

The following information is provided to help with understanding on how to follow and participate in the Commission meeting electronically.

Documents including staff materials, comment emails and letters, photos, etc., distributed to the VCAS Commission regarding any agenda item during an open session or after the meeting concluded, are posted online and made available for public inspection at www.vcas.us/vcas-commission.

County staff attempts to redact personal contact information, other than the name, identified in written public comments before posting online but cannot guarantee all information will be redacted. Since these documents are public records and subject to disclosure, an unredacted version is made available when records are requested by a Public Records Act request. Please do not submit personal contact information you do not want made public.

Public Comments – Public comment is the opportunity for members of the public to participate in meetings by addressing the VCAS Commission in connection with one or more agenda or non-agenda items on subjects that are within the subject matter jurisdiction of the County.

Please connect to zoom to follow along with the meeting and be prepared to make your comments.  Be connected by Zoom Video or Call-in prior to the chair calling for public speakers on the item you will be commenting on.  If you are not connected prior to the close of the public comment period for an agenda item of interest, the Commission is unable to return to that agenda item.

Connecting by Computer

  1. Follow the instructions from the Zoom E-Mail to join the meeting. Be sure to answer all on-screen prompts.
  2. Your microphone will remain muted and camera turned off until your name is called to make comments.
  3. When the item you wish to speak on is being heard by the VCAS Commission, press the Raise Hand ✋  button on Zoom.
  4. When your time to comment comes, Zoom will display an on-screen message prompting you to turn on your microphone and camera.

Connecting by Phone

  1. Follow the instructions from the Zoom E-Mail to call-in to the meeting, call-in instructions are usually located near the end of the automated email.
  2. Your microphone will remain muted until your name is called to make comments.
  3. When the item you wish to speak on is being heard by the Commission, press * then 9 to Raise your Hand.
  4. When your time to comment comes, unmute by pressing * then 6 on your telephone keypad. You will hear “You are unmuted”, to inform you that your microphone has been enabled.
  5. One your time to speak has ended, you will hear the tone “You are muted”.
